I put a homemade VHO light with an Icecap ballast on my tank but to save money I only used regular florescent tubes. It seems much brighter, but I don't have the equipment to measure the difference. Most electronic VHO ballast state that they can take NO HO and VHO bulbs, but do they create VHO output with all of them?
