i have seen them used mainly with saltwater/reef aquariums, but was wondering if they do anything for the freshwater aquarium?

Do you mean the 10,000k, blue, antice(sp) bulbs? What do you men when you say "do anything", are you keeping plants or just fish?

plants and fish, i mean is there a benefit to using them in the freshwter planted tank. sorry i meant the blue actinic bulb

Yes and no. They will work to light up a tank, but the fish may not look nice in them. For plants they arnt the best, a 6700k bulb whould be much better.
