I just bought a new plant from petsmart. It came in a plastic pot. Can I take the pot out and plant it on my gravel. (The pot looks ugly in my tank)

Yes, in fact that is the best to do so the roots will have space to expand.

what should i do when i vacuum the gravel.. do i take the plant out or just move it?

Yep. Take all the stuff out around the roots. When you vacuum your gravel, just don't vacuum closer than a couple of inches from the base of the plant.
