re-starting tank(b4 anything goes in)

I was just wondering whats the best way to re-start a tank? Meaning, you've got a tank that once was used for fresh water fish and was drainded and not used for over a year. There seems to be a film of clear scum all over the sides of the tank...is this water marks, or true scum/dirt? I know it has to be cleaned, I'm just not sure on the best way to do that...what if anything should I use to do the job, asides from water? Thanks,

I think th efirst thing i would do is fill it outside or in a garage ..to make surethe silicone had not dried out and that you have no leaks!

i use a mild bleach and water solution, then let them air dry and rinse extremly well with water and dechlorinator...elbow grease and a scrubby and some hot water ,,can be ued ..theres also "new" stuff that is actually fish safe cleaning supplies now.
 
if you need a littl abrasive, salt is good. it is fine to mix it with the bleach also.
if you use a scrubby, Rinse it our Very Very Very well first
 
Thanks for the ideas/advice. Starting tank clean up project over the weekend.
