fin problems

I'm having a problem with my two upside down cats and my pleco. The dorsal and tail fins seem to be getting fin rot over and over again. I have treated with salt (no help), some rather nasty medicine in pill form(worked but rot came back) and a product called Melafix(this seems to work the best but the rot comes back after 2 weeks or so). The tank is a 55g with 4 gouramies, 2 dojo, a gold barb and 3pristella tetras. No other fish have been bothered by this problem (other than watching their friends suffer). The tank gets between 15-20%water changes on a regular basis. What else can I do, I hate medicating so much. Thanks for any help.
 
Do you know if your water is hard or soft? this is what it says about them...

Habitat/Care: Well suited to the aquarium environment, they are peaceful and easy to care for, but are best kept in small schools. Water should be moderately soft and slightly acidic to neutral. Temperate is not critical. A well-planted tank is ideal, preferably using broad-leafed plants, as they like to browse the undersides of leaves. Driftwood, rock arches, and caves that provide places to hide, are recommended. It is quite normal for this fish to hang out on the underside of rocks, leaves, and driftwood.
 
I do not have any and I am not sure why the fin is rotting, but I have beek thinking of getting a couple and I am very interested in what is happening to yours. Let me know what you find out...
 
Thanks for replying. I have had them before, they are really fun fish. They don't get too big, and they are very entertaining to watch. I highly recommend tyhem. I have never had problems with them until now.
My water is soft and I just tested it: Ammonia=0ppm, Nitrite=0ppm, Nitrate=5ppm, and ph around 8.4. In my opinion my water is ok. I have some large rocks in the tank, and I am thinking about swapping for some driftwood. The cats spend a lot of time hiding on the underside of rock ledges so maybe the rock has something to do with it?
