How planted do you want this tank? With that amount of light you will need to add nutrients or your plants could starve. With co2 limiting plant growth you will need to make sure the plants aren't lacking anything else.
I am partial to crypts. my 55 with 120 watts on it is filled with crypts.
I have crypts wentii, beckettii, and willisii, java moss and fern, Echinodorus tenellus(chain sword), rotala rotundifolia(often mislabled indica), and a Najas species(guppy grass).
I have also had luck with hygrophila, melon sword(lighting period over 12 hours makes them try to grow out of the tank)
Is your lighting normal fluorescent or CF (compact fluorescent)?
If it's CF, you will have to stuff that tank with plants or consider CO2 injection because you've got a lot of wattage over it.
The lighting is a 96w CF bulb of sorts. It's a Power Quad/Quad Tube bulb, which I found a 6700K version of a little while ago. My hood has 2 of those bulbs. I've used them for saltwater and been very pleased with the amount of light you can squeeze into such a small space.

I might consider different lighting if 3.5wpg is too much. I certainly won't miss the heat these things put out..
