Bacteria Dead?

I did my normal weekly water change yesterday... and today my tank was cloudy. The tank is already cycled and I didn't make any other changes to the tank aside from replacing only 20% of the water. I did water tests for the past week and Ammonia and Nitrite were at 0.0 ppg. I did a water test this morning and Ammonia spiked up to 1.0 ppg. Anyone know what could have happened?
 
There’s just too many variables. Need more info. What does your “weekly water change” involve – details, please. How and with what product, if any, did you treat your water? What is in your water supply, chlorine or chloramines, and could your water supply company have recently changed from the first to the second? Anything else you did different, i.e. feeding? What brand/kind test kit did you use? How old is it?

The details:

Involves, emptying 20% water from tank while vacuuming some of the gravel. No more than 20% though.

Filling up the tank and using Tropical Science "Complete Care" for dechlorination.

No idea about the water supply.

Feeding is exactly the same... feeding once a day, switching from flakes one day to blood worms the next. The balas, pleco, and SAE's eat algae that is growing on the glass, rock, and plants.

Test kit is Aquarium Pharmaceuticals Master Freshwater Test Kit. It's only one month old.
