Hard to tell from the photo. Has it been fighting with other fish? Could be injuries w/ secondary infection.What are your tanks specifics? Water quality, tankmates, size, etc?

Hard to tell from the photo...could be scrapping...They can rip scales right off of each other...Definitely quarantine...Try some melafix...If things do not look better, try maracyn 2...It is a broad spectrum anitbiotic that is effective for many conditons.
