You don't need an air pump, but a filter and a heater are necessary if you don't have those already 
. And yes, it is too many fish. Neons are schooling fish and should be kept in groups, in at least a 5g. If the betta and the guppys get along (they will often get nippy with each other due to the flowing fins, look for damage), that is still a bit much, but should not be too much of a problem. I would take back the neon if you can, just so he can go to a tank with some friends
