Fish not eating.. but looks healthy!

I have two S. American Dwarf Cichlids in a newly cycled tank, about four weeks old. My ammonia and Nitrates are almost zero, and I was struggling to get my nitrates under control with water changes but think I have it solved.

I have one really small fish, called Luigi, that doesn't hide too much in closed cover, but underneath plants. He really hates the bright light but *will* eat as the flake food drops down from the surface.

The other fish, called Crystal, is about 50% larger and looks really quite healthy. Yet it is totally afraid of me walking by the tank. Anytime I come close it darts into a castle decoration and stays there for 5 minutes or more. By the time it pokes his head out any food has dropped to the gravel. If I approach the tank to add a little more food for him he darts back into the castle.

I suppose I shouldn't be worried since it looks healthy, but what could it be eating? Or will she die from starvation?
