My brother's 10g - what to stock it with?

My brother has a 10 gallon that he used to use for his lizard, but he cleaned it out and now wants to use it for fishes. He wants to do tropicals. Here are a few things that he likes:
Platies
Neons
Otocinclus Cats
Corydoras
ADF's
Could we, in any way incorporate this into a ten gallon tank? We will fishless cycle it, (of course) before we stock.

Does anyone here have experience with whisper internal power filters? One of those would work best for the space he has, but I want to make sure that they will work well. If oxygen exchange is a problem, we were planning to get an airstone anyway.

Also I have a little question about my ten gallon. Are cory's schooling fish or would one be alright by itself?

i think that corys are schoolin fish im not a 100% on that though but i have 2 in one of my ten gallons and they do fine ... they stick together most of the time... i definatly know that neons will (for the most part) be just fine in a ten gallon so long as you dont put too many and otos should be fine as well
 
Neons should at least be put in a group of 5 and yes corys need to be in a group of 3 but i have heard that 2 are fine i think it just depends on the corys.
 
i have a whisper internal on my 10gal. and I like it. simple but effective
 
Thanks for the info on the whisper 10 I am glad that it works well. My brother has a bookshelf and he is using the bottom shelf for the tank. We will make sure to get a full-hood because the tank will be low.
