Do I need n under gravel filter with an overflow and wet/dry system.

no, but you should get a powerhead for added current in the tank. UGF's can be more trouble than they are worth if you don't clean them regularly. gunk gets trapped underneath it and builds up. a powerhead will make it easier for particles to get into the overflow and out of the tank, provide more current and aeration for the fish (place it so the outflow ripples the surface of the water), and can act as a second filtration device and bacterial colony if used in combination with a sponge or sponge filter placed over the intake.

Thank you so much. I have a power head, to help clear up the tank would you use ro water for now with my water changes?

no, continue with regular decholrinated tap water. RO is unnecessary.
