There is this ornament that I know my g-f would love in her aquarium (and her fish would probably too since they don't have many places to hide as it is) and it's made out of resin and then clear sealed. Will that cause any toxicity to the inhabitants? I asked the person selling this item what it was made out of and if it released any chemicals if it were submerged in water and they said no.

There are also a few statues that are cast plaster, painted, and then sealed. I'm thinking I should go over that sealer with a non-toxic clear sealant just to be sure. Is my thinking wrong?

What's the items intended use? If it's sealed with a water-proof, non-toxic, it should be safe--but you'll want to watch. Some 'water-proof' sealants are really 'water-resistant', or worse, contain algacides or mildicides, which are in fact very toxic.
