Water changes, best way?

Ok what is the best way to do water changes? Is it better to have a siphon or vacuum, or just get some out with a cup? What about putting new water back in after its treated? Do you treat the new water for the amount you put back in or the whole tank?
 
Personally, I vacuum with each water change. When you use a siphon, you can do both at once, so why not??? It keeps the waste in the tank to a minimum (which will keep water quality in better shape) and should be much quicker than a cup. If you use a "python" to refill the tank, most people treat for the whole volume of the tank before refilling. If you are refilling with a bucket, just treat the amount in the bucket before you add it to the tank. Just make sure the temp. is very close to that of the tank water (or exact, depending on the size of the tank, the smaller the tank, the more important it is to have the water chemistry matching).
