I have a 29G with 7 Cardinals.
One of them is only -slightly- smaller than the rest and his fins look really ragged.
Pectorals are nearly gone and the rest are pretty bad.
He is still able to move quickly and is eating, just the fins look bad.

A couple of them appear to be bullying the others and pecking at them, I suspect this is the cause, but only the one shows any fin damage.

What can I do to help this little guy out?

I have a small 3g eclipse that's been running for a year now with 3 neons and a few shrimp.
Would moving him into this tank until his fins are healed be a good idea, or would this stress him out even more?

thanks for any advice

i'd probably leave it in there. if the little guy is getting food, it'll be fine. i had a set of cardinals for about three years. seems like there was always one or two that were a little bully and one or two who got picked on...

if you wanna move it go ahead, but i bet it will get picked on once its reintroduced.
