I will be getting a new Tank:D in a few weeks.My ? is , I have a 30gal. now would it be ok to dump all the water into my new tank"75gal"? I will not be keeping the tank in the same place as the new one so I thought I might be able to get away with this and not have to cycle the tank,I will be using the same ROCK that is in the 30gal in the 75gal"I have extra.

I believe that you will only have cycled for a bioload equivalent to what would go in a 30g tank, so you would need to SLOWLLLLLY add fish...and eventually 45g more worth of bioload would be cycled.
 
Just adding the water from the old tank to the new tank won't do anything. Very very little bacteria is actually in the water, it is on decorations, filter media, aquarium sides, and substrate. I would recommend putting the top inch of gravel from the old tank, along with some filter media into the new tank, and proceed to fishless cycle. For help on fishless cycling, got to this link.
