When Is It Safe To Move Fish To New Tank?

I am upgrading from a 29 gallon to a 75. The substrate, filter, heater etc. have been in place for a few weeks. I have been moving water, filters, decorations back and forth. When is it safe to move the fish, should I acclimate? I only have 5 fish to move, but I don't want to take any chances with them.
 
You should have moved your fish ASAP,if you moved the original substrate,filter ect,it would be safe to move the fish right away.Now if you have had the tank running without any fish in there,you may have damaged your biofilter.
 
I added new substrate, and actually had two filters on the 29 gallon. I only moved one of them over to the new tank, the new tank has a bio-wheel system.

So what you are saying, I probably do not have any ammonia eating bacteria in the new tank, since there is nothing in there for them to feed on?

Any time is safe to move the fish then, following standard acclimation procedures? Temp is identical, but PH is a bit different...like maybe .3 to .5 with a meter.

Exactly.
You can fo a fishless cycle(wich is way less stressful on your fish)or a fishy cycle (wich is very stressful on your fish and depending on what kind of fish you have you may loose some).I would recomend going to the freshwater newbie board (there are some good stickies there) and read up on cycleing.Whatever method you choose,I wish you luck.
