Basically as the title says, why? I moved my betta from a 1 gallon tank to a 3 gallon last night. I let him hang out in a bag for 15-20 minutes, adding water from the tank every 5 minutes. At the end I lowered the bag into the tank completely and turned it upside down. He came out and started swimming around straight away. He seems fine this morning as well.
It's much easier to pour him out into the tank than to try to net him in the tiny bag (especially for a netting noob like myself). Why is it so bad to not mix the tank and bag water?
