Feather fin staying in same spot.

I got a feather fin about two weeks ago. When I first put him in he was swiming all over the bottom of the tank, a couple of days later I notice he was just siting under my corner filter & when I put my hand in the tank to make him move he just comes back to the same spot. Is this normal?
 
Give him a hiding spot. He needs a place to feel secure, a corner of the tank with a filter is not going to cut it for him.
 
Yeah, mine stays in the plants. Sometimes he stays in the middle of the floating water sprite, belly up. This way he's hidde but can get food from the surface.
