light help please

hi,I have a 45 gal tank (45x13x18) cycling with reef bones and aragonite so far.I want a light good enough to handle some plants and coral if I decide to add those without having to upgrade light.
a decent power compact in winnipeg is near $400.00 canadian ($320.00 us)
the jebo odyssea with 2 65 watt and 2 65 watt actinics with moonlights on ebay is half that cost with shipping!
Is this too much light for my tank size?
would a coralife 130 watt with 50/50 bulbs be better?

oh,another question!

if I use the legs,can i put glass on tank so fish don`t jump out or is that necessary?

someone also said that eggcrate works also.
