cloudy water

So I have a 75 gallon planted tank with Eco Complete as the substrate that is about 6 months old and doing well except that despite having an Eheim 2028 running full tilt the water remains cloudy with often visible particulates but other times just hazy. Cleaning the filter hasn't helped and I think the 2028 should if anything be overkill for a tank this size. The tank chemistry which I check regularly is fine and the fish and plants seem to be thriving. Any ideas? Thanks.
 
Wow I would test your tap and tank water for phosphates and hardness after reading that article. If its not that, you could try a magnum hot filter for just mechanical filtration. Its one of the best. If u want to go cheaper u could add a hang on back with just sponges and filter floss.
