I'm trying to turn a 10 gal tank that I have into a planted aquarium, has anybody had experience with either one of the substrate above?

I would go with the echo complete....all the way ! For one thing, you don't have to rinse it. For another, it starts the plants off very nicely. You could up your lighting in the 1o just by using 2-10 watt screw in flourescent lights in an incandescent strip light fixture. A bit of CO2, via Flourish Excel or an injected system...and you have yourself a very nice little tank.
