Have A heater question from 10g walmart kit

My son got a 10g Aqua Culture Deluxe Aupaurium Kit for christmas, the kit came from walmart. The heater says" Submersible heater" on the box, but it has a water level line at the top. I cant figure out if it needs to be totaly under the water or should it only be sunk to the water level line. The heater has only 1 twist knob + or - for heating control. The first day and night the temp was in the green saftey zone from then on the temp has stayed at around 85 and the heater is turned almost all the way down. This is why I am wondering if the heater needs to be totaly underwater or could the heater have some kind of defect.

Just wondering if anybody has an clue. If I have left something out that you might need to know to help just ask and I will do my best to answer. Thanks for your help.
 
On a submersible heater the line means "minimum" water line -- don't let the water get below that line. I'd submerse it as far as it will go.

85* is much too hot for the majority of FW fish so you might want to spend 15$ (online) and get a 50w heater that is self-regulating. I absolutely hate those +- heaters and will never use one again.

On line is cheapest, LFS usually charges double that amount for a heater. BigAlsOnline currently has VisiTherm Stealth 50w on sale for $12.49 DARN good price and a DARN good heater! I use those in all my tanks:

Thanks for your reply, So you think i should sink? Dont think I will kill the fish with electric shock... Im sorry for sounding really dumb about all of this but we didnt get the tank for my son it was a christmas gift and the kit didnt really have much instruction on setting it up. I know nothing about keeping fish alive. But thanks for your help and im sure i'll be back again with more questions. Jamie
 
If that heater is on it's lowest setting and the tank is 85 degrees, I would scrap the heater honestly and get yourself something more reliable. I have a submerible heater as well and I keep it just above that water line marked on the heater. I do not totally submerse the head of the heater or the power chord if that's what you mean.
 
I have had one of thoughs heaters too, frankly they stink. I would get a new one before that one over heats and blows up. That happened to me when I left my fish in the care of the care of a room mate for two weeks. Broken glasses and a broken piece of electronic equipment underwater is not good for you or your fish.
 
Since you are new to this, please take your time to read the posts with regard to cycling a new tank.

I've seen various posts with regard to heaters. I would make sure that the "line" is always covered with water. Personally, my heaters (Ebo's) have always been just about fully submerged.
