We bought a 10 gallon tank and along with the tank came a Topfin power filter 10. Since we don't have too much time or money invested in the tank yet, are there any pluses or minuses from running a larger rated filter, in my case a filter for a 20 gallon tank, in a smaller tank?

Unless your fish are supposed to be in a good current I would not run it all the way open. If it includes a biological componet the larger size means nothing if you don't have the extra nutrients a 20g would have. Don't think overstocking will provide the extra nutrients- it'll only make your fish, and yourself more stressed in the end.
