I just got a 10 gallon tank today. The water in it has been circulating for about 3 hours and now the inside walls of the tank and all the plastic plants are covered in tiny air bubbles. Will these disappear?

Its dissolved gasses inside your tapwater. They will dissapear within 24 hours. Read up on how to cycle your tank (especially fishless cycling) while you are waiting and then decide whether or not you are going to add fish to the tank tommorow.

This little bit of reading I am suggesting will save you lots of money and a hassle. When you are done reading about the cycle look into buying the aquarium pharm master test kit.

The bubbles are a symptom of either a new tank or a massive water change. You mentioned that you have a new tank and since this is your first post, I don't know how much experience you have with fish so I am mentioning some information that if you did not know, you can read up on and save you lots of money and distress.
