film on top of water

there is a film on the surface of the water in my tank and i was just wondering what it could be i have never noticed it before do i not have enough circulation i have a aqua clear 70 and a tetra 20 gallon filter runing my friends dad told me if i got a power head it would help the circulation.What do i have to do to get rid of it
 
it could also be an oil slick from your skin. if you do not have enough surface circulation it would be noticeable. it also could be underfiltration and your getting biological scum forming.
 
It is oil from fish food accumulating on the surface. If the slick is forming and staying large then there is a lack of breaks in the surface tension of the water. Simply dropping the water level a bit so that the filter output creates ripples int he water surface should do the trick. A powerhead would work as well.
 
or if you smoke, or someone in your house smokes near the fish tank often, it can create a film of ash particles on top of the water.
