Lily Outflow Pipes - Over or Under Water?

I finally upgraded my 2ft tank to an external canister filter (Aqua One CF700) which I've found to be great because you can configure the outflow and inflow setup using different sorts of outflow. So after some stuffing around with the priming, I finally got the bloody thing running. Of course Googling it revealed it was available cheaper elsewhere, but I got it local and I have it now!

The guy at the local aquarium suggested I use the Lily Outflow Pipe to reduce the wasting of Co2, so I have set it up. For those unfamiliar with a Lily pipe, it's sort of like the water emptying into the small end of a half-cone which spreads outwards.

Currently the Lily Pipe is above water at the opposite end of the tank to the intake.

I was wondering if it was best to keep the Lily Pipe above water, mid-level or submerged in order to maximise the Co2 side.
 
Your lilly pipe should be below the water. The top of the water should ripple some but not too much to minimize co2 loss.
