www.aquariumplants.com I have used and think is excellent.
www.aquabid.com I use and is also excellent.
www.aquabotanic I have yet to use but hear it is excellent!

I like www.aquariumplants.com (http://www.aquariumplants.com) and www.petsolutions.com (http://www.petsolutions.com/Freshwater+Plants-C-71-C-.aspx) as I have not had any problem with either.

I've ordered from http://www.liveaquaria.com/, while they don't have a great plant selection, they were very good quality. minimum order was around ~$30 and shipping was 14.99 for FedEx overnight.
