How much oxygen do marine fish need? how do you know when it is too much? is it OK to provide air through the water pump?

You generally get air in the water by surface movement, air bubbles don't stay in the water long enough to oxygenate the water, but rather by moving the surface.

Putting bubbles in the water through an air pump might give more oxygen but I remember reading that it might not be the best thing to do, I use it when acclimating fish but I keep it out of my tanks. If you have a skimmer there are a billion bubbles in there, that should be enough oxygen.

Most oxygen exchange happens at the surface of the tank. If you introduce air into a powerhead you get microbubbles, not much oxygen. Your best bet if you are worried about oxygen is to agitate the surface with the powerhead provided you are not splashing water everywhere.
