A couple quick questions

I have a 10" pleco in a 30 gallon tank I got from my brother. He was the only one living in the tank for about a year. Would the pleco be inclined to attack other fish that I put in the tank?

The other questions are: how often will an 8" tire track eel eat? And is there a way to measure oxygen levels in a tank. My friend noticed one of his fish gulping air from the top of his tank. He told me it was a koi. He has two filters rated for 30 g apiece on a 30 gallon tank.
 
A 10 inch pleco shouldn't be in a 30 gallon tank. If this is a common pleco, it will grow to 18 inches, and needs a much larger setup.

Pleco's can attack other fish--they are territorial, but more commonly, they aren't fed properly and resort to sucking the slime coating off tankmates for food.

Tire track eels will usually eat daily, if healthy and well kept. They are predators, though, and once adults, they will only need food every 2-3 days. they need meaty foods--flakes and pellets won't cut it.

Yes, you can get devices to measure oxygen levels, but at a guess, your friends fish are not happy in the small tank--koi can get up to 3-4 feet, and a 300 gallon tank is totaly inadequate for them. If this is a new setup, it probably isn't cycled, meaning there are high levels of toxic ammonia in the tank, burning the fishes gills and depriving them of oxygen.
