I think it is illegal in many countries. I know many US states ban it.

im from oklahoma so maybe im just not exsposed to what they are doing


why are the fish doing that
 
What exactly is illegal? They were driving their boat down a river(?) and fish were going nuts. I don't understand what they were doing either?

They're doing that with the lights. Plus, they're purposely going in an area where they know the fish would jump in the boat. They're also hitting the side of the boat, injuring some of them as they fall back in the water. Not cool.
