pH Level Problems

I recently purchased a pH test kit (http://www.petco.com/Shop/Product.aspx?R=3110&PC=productlist&Nav=229&N=24+130&sku=38431&familyID=8236&)) and tested the pH levels in my ten gallon tropical aquarium. The test said the ph was 7.4, within livable range. I would like to lower the ph to 6.8, however, because I have read that this is better for the fish I have (serpae tetra).

About a week ago I added the recommended dosage of the included pH down to my tank and waited a few days and tested the water again. The pH was still the same so I added 3/2 times the recommended dosage(30 drops instead of 20). I tested the water again today and the pH was still the same 7.4.

Is there any reason that the pH down is not working? Could the test kit be faulty? Should I try alternate ways of lowering the pH? Do I have to remove the carbon from the filter or something like that before adding the pH down? This isn't an emergency because my fish are doing fine, but I find it rather annoying that the product I bought isn't working.

P.S.-Has anyone else had problems with other Aquarium Pharmaceuticals products? All of the test kits I have are made by them; but the nitrate, nitrite, and ammonia kits have worked fine for me.
 
Ignore the pH and the fish will adapt just fine without any issues. Adding commercial pH decreasing and pH increasing products is short term and is subjecting the fish to TDS changes which are undesirable. Stablity is far more important that any given pH number.
