Here is my setup: a pretty well planted 10g with 38watts of 6700k, 2 inches of onyx sand plant substrate, and DIY co2 (my plants are bubbling!). with swords, anacharis, java fern, anubias, contortionist vals, and moneywort. my swimmy inhabitants include 5 rummynose tetras, 3 skunk cories (about 1.5 inches long), and five or six ghost shrimp. Could I get 3 neons or hatchets so I would have something swimming around the surface/middle of the tank? the rummynose hug the bottom a little more than I expected. My maintenance varies but it is never less than 2 30% changes/week, sometimes more.

Tetras require groups of 6 at least as do all schooling fish.

You are pretty well stocked as you are. I wouldn't get any more fish if I were you.
As far as schooling fish go, 6 isn't necessarily a required minimum, more like a preference. It is recommended not to go below 3 when dealing with schooling fish, but in my experience, there is always one oddball that doesn't like to stick with the other two so I wouldn't go below 4.
