Suggested filtration for a 29 gallon tank

I haven't had an aquarium for 15 or so years, so I need a little help until I get up to speed. I set up a 29 gallon that has successfully cycled with fish and I added live plants. The tank has been running for about 6 weeks. I have a whisper 200 filter that was part of the package from the LFS, but my water has been a little cloudy for the last two weeks or so. Does anyone have any suggestions for a filtration system?

Is an under gravel filter a good idea for a tank with plants?
 
I don't really suggest an undergravel filter at all, as I've heard that the mulm and sludge will build up underneath your gravel, causing bad things to happen.

As far as filtration, are you looking for a canister filter, a HOB filter, or did you have something else in mind?

As for as the canisters go, I use an Eheim 2213 and it's excellent. I used to have cloudy water, but it's no more with my Eheim. It runs about $69.99 from Big Als which might be a bit expensive for you, although I'm not too sure what you're shooting for. I've also heard pretty good things about Rena Filstars which the XP1 runs about $59.99 from Big Als. Canister filters are ideal for a planted aquarium because they don't make quite as much surface disturbance as a HOB, and thus you won't lose any CO2 you may inject with plants.

If you're looking for more of a HOB filter, Aquaclears and Penguins or Emperors are all good filters. I personally have used a Penguin 150 on my 29 gallon, but it seemed to be far undersized for the job. The other issue with the Penguins is the pre-sold cartridges have activated carbon in them. Activated carbon is kind of a mixed opinnion thing around here, but it'll take out some nutrients for plants that you might want to have in there.

Your problem may also not be just your filter. Is the water green cloudy or white cloudy? Take a little bit of it and put it in a white cup if you can't tell. You might not be doing anything about the source of the problem or a potential imbalance if you just buy a new filter.
 
I mentioned that I had a whisper 200, I meant a Penguin 200, so I do have the activated charcoal - I might have to re-think that. Anyway, I don't really know what kind of filter to look for....years ago, I had a HOB filter and an undergravel filter with 15 and 20 gallons, but that was years ago. I am interesed in clean and stabile water and expect to pay somewhere in the $100 range.

What makes the cannister filters better than the HOB filters or what should I be looking for in a filter system?

The tank is white cloudy. What does white cloudy mean? I'm guessing green cloudy is algae?
 
In my pengiun I took out the media that came with it and just put in filter material and rinse it in old tank water each week.. I have only changed it once in over a year.

Are you sure your tank is cycled? What are you water parameters and what fish do you have in there?

Hi again. Thanks for your help. I checked the parameters and Nitrate, Nitrite, and ammonia are all 0. The pH is 7.8. I have a red tail shark, 6 zebra danios, a pictus catfish, and a dojo.
The plants are java fern, anacaras, anubias nana. I have a yeast co2 system that I installed about 2 weeks ago.
