What is this device in my aquarium lighting hood?

Hello,
I have attached a picture of a little device under my hood which I don't know what it is. The light bulb under my hood doesn't seem to be working properly anymore, but the flourescent bulb doesn't seem to be the problem because I have just purchased it not too long ago and it works in the kitchen. Could the problem be this little device?

If it is, could somebody please explain to me what it is and where I can get it. What would be recommended for a 30 gallon tank or does it not matter.

Yes that could be the problem. That part is the starter for the ballast in your light fixture. What you do is match the up with the wattage of the bulbs you are using to the right starter. In your picture the the starter you are looking for is a "FS-U". I might be mistaken but I believe that stater is used for 25-80 watt bulbs. You can buy staters at hardware stores...Home Depot,Lowes or an electrail supply house. Hope this helps.
 
The starter just went out in my 10g and I bought a new one from Walmart, over in the lighting accessory section. If you can't find one, I'm sure someone who works there will be able to figure it out.
