I've finally got sailinity started, out of my tank it reads 1.002...I am aiming for around 1.004-6, I have been adding about 1/4cup of salt to each 5 gallon bucket during water changes (I've done 2 so far) should I keep up this rate or should I start adding more salt/bucket?

Once I get to the salinity I want do I continue to add that amount of salt/WC, or do I put more/less?

One other question I had my hydrometer has PPT Salinity and specific Gravity what does the PPT mean? The side that say's specific Gravity is the one that has the 1.000 and up the PPT side has 0-6-10-so on.

ppt DOES equal parts per thousands. most americans i believe use SG or specific gravity, here's a brief explaination on salinity:
salinity : A measure of the quantity of dissolved solids in ocean water. In general, salinity reflects the total amount of dissolved solids in ocean water in parts per thousand by weight after all carbonate has been converted to oxide, the bromide and iodide to chloride, and all the organic matter oxidized. Salinity is now measured as practical salinity units (psu).

make sure and mix your salt water at least a day in advance, it takes time to dissolve, you will need an air bubbler or powerhead to keep o2 in there also, don't EVER dump it straight in the tank, really really bad on fish. it needs time to equalize out.

After my second water change my readings ended up being:

SG: right at 1.004
KH: around 80
pH: around 7.2-7.8
GH: 300

Does this sound ok or too much at once is there anything I should change or keep doing things like I have been?
