What should the water conditions be like for an African tank set up. I have a 55 gal tank and is at the end of it cycling stage.

Water should be hard and alkaline. You can accomplish this with cichlid buffer, but I prefer just putting a filter bag full of araganite in the filter. Having limestone based rocks and substrate in the tank will also do the trick.

Seachem's Cichlid Lake Salt .. Is this needed?
not "needed" but if your water is acidic to neutral and only slightly hard, adding some Rift Lake salts can help to increase both ph and hardness as well as provide some important minerals which these species benefit from.
