Best route with 3.5 wpg and no CO2 yet.

I have a 37 gallon with a 2x65 watt compact flourescent lamp that I bought and installed 1.5 weeks ago. Before that time, I was using standard 20 watt flourescent but I could keep my plants alive atleast. Some of my plants have flourished since, namely the tiger lotus toubers, anachris, and my submerged hornwort. I fear that algae could be inhibiting some of my slower low light plants like crypts and anubias. Through reading stickies and other threads, I've come to realize that CO2 fertilization might be the best idea for 3.5 wpg. I could turn off one bank of lights, but I also want to have ground cover with Brazilian Micro Sword that I recently added. Should I consider doing a DIY fertilization or, if anyone has sufficent info, Flourish Excel? Thanks in advance!
 
with the size of your tank and the intensity of your light i think you will require pressurized CO2.

excel and DIY work for smaller tanks and tanks with less CO2 demand- the amount of light you have is going to create a high demand

is you have another tank i would suggest moving your low light only plants to another tank
