i brought an oscar home from the pet store and added him to his new tank.(after i floated the bag for awhile) he is the only one in the tank so when should i start feeding him? and should i start off with live ghost shrimp just to get him going?

feed him after an hour or two, oscars are not pick and eat almost anything that fits in their mouths

Has the tank been cycled, or did you just set it up and put the fish it? How big is the tank? (only asking to avoid heartbreak). I would keep feeding pellets untill he accepts them readily. Then go to ghost shrimp as a treat.

Also, "just floating the bag" is a terrible way to acclimatize the fish, as it only gets the fish used to the temperature but nothing else. Dripping a fish is the best and safest way of adding anything to a tank. ;)

Oscars usually always "sulk" for a while when introduced to a new tank. id say if you got the ghost shrimp let them roam in the tank turn off the light and leave him alone for the day. Fish are for confertable with the light off IMO.
