Bloated Black Molly

Hi,

For the past day or so, i have noticed that one (of 2) male black molly seems very bloated. This particular molly has been prone to problems ever since i got him such as finrot and whitespot while i've had no problems at all from any of the other fish. I can't really tell if his scales are protruding suggesting it could be dropsy because of his matt colouring. It doesn't seem to be bothering him too much and he is still swimming (even though he looks like he is wobbling), interactiving with the other fish and eating well. I carry out twice weekly 15-25% water changes. I also checked my water today because of his illness and ammonia, nitrates, ph and nitrites all normal. Am I assuming correctly, and it may be dropsy or is there any other ideas what it may be?
 
Does its color and scales look normal and healthy? If it just had a "bloated" appearance it could be pregnant or just ate too much food.
