is it cycled???

For the past 3 days I have not changed any water and my ammonia and nitrites have remained at 0. I used bio spira on the second week of the tank. Now I am at the 4th week and all my tests are 0 except for nitrates which are about 10 does this mean its done with the cycle

Thanks all I have a 55 gal with 2 redtail sharks 2 strawberry tetras 2 gold tetras 6 zebra danios 2 dwarf gouramis and 1 pleco and 2 rosey barbs. Any suggestions on what to add???

well, sounds like mostly schooling fish, so if I had to add anything I would add more of the fish you have. the tetras usually like to hang around in a group of at least 6, so getting more of them would make sense. plus they will school for you if they have bigger numbers ;)
