i think most people know what im gonna ask...
tank size/was it matured/water test results/other fish?
as this happened after the water change maybe you should try testing your tap water, or write to your water company for a list of water parameters. the problem is almost certainly in the water...or it is a genetic thing in the fish. if your tapwater is poor, then you may hav the only option of purifying it.
Should I do a test right after the water change? or should I wait like an hour or so?
after the water change I added Aqua + tap water conditioner, Stress Coat, and salt.

Tiger barbs are pretty easy to care for. I garuntee it is your water parameters. Your PH should be btwn 6.0- 7.0 TB's like there water slightly acidic. Also make sure the temperature is right, it should be btwn 74-79 degrees. Drift wood will soften your water if need be. And always chk the ammonia and nitrates!! let me know how U R doing!!
