So I did a little research and I figured out that making a filter out of PVC is too $$$ for the amount of filtration I would get out of it. I think making a sump would be cheaper and it would be better. I am wondering if a 10 gallon tank as a sump would work to filter a 75 gallon tank???

You'll still need a filter to handle a 85gal tank, but you can place that and your heater in the sump. If you really want extra filtration, you could plant the 10gal.

you could use a filter sock on the sumps inflow and fill the sump with some kind off bio-media and maybe add floating or emergent plants to draw nutrients
thus turning the sump into a filter

A 20 gallon long might be better. It is the same as putting two 10-gal tanks end-to-end. You could then have a glass shop cut some dividers and silicone them into that long tank to separate the various media, and stick it all under your 75g.
Just some random ideas.

Make sure you measure before you get the glass.
My 20 gallon long is 30" wide, 12" deep and 12" high. Similar to a pair of 10 gallons side by side, but not quite the same.

Yes, measure twice and cut once! I'm a believer, too.
