Plan A:
5 Gallon
Heavily Planted Dwarf Puffer Tank
Fish: 2 Dwarf Puffers

Plan B:

10 Gallon
Shelldweller Tank
Fish: 3 Multi Shellies
OR
3 Brevis Shellies
(Both Multis and Brevis are same price, which is better?)

Also, the reason I have to choose one or the other is that if I got both Puffers and Shellies, I'd have no room for my current fish.

5 gallons is too small for 2 DPs. Don't know anything about shelldwellers, but 2 DPs in a 10 gallon would be pretty happy. :)

Actually i believe in a moderate to heavily planted tank 2 dwarf puffers would be fine. Although make sure you get only get one male as two could be a problem. In a 10 gallon 3 dwarf puffers would happily fit in a moderately planted tank. Personally my experience is with 2 in a 5 gallon, also you may be able to get away with 2-3 ghost shrimp or a oto depending on how aggressive the dp's are.
