got home from work today to discover my tank is coverd with a white stringy substance on the glass and on my heater looks like little hairs everywhere is this alage fungus ick??? what is this is it good or bad please somebody help!!!!

what are your... ammonia readings?... and how long has your tank been running for?
If you take the white strings out.. are they like gooey??... you should remove all of the white strings, and remove everything that it is growing on... and give it a good rinse..

do me a favor, turn off the filters and powerheads (if you have those) and wait for things to settle. Then tell me if they are still moving singly or if they all just stop moving. Turn everything back on when you're done.

execpt my water is a little hard and the ph a little high

ok, sounds like an algae. What fish are in your tank? Have you tried scraping this stuff from the glass?
Check your heater.
Unplug it, let it sit for 15 mins and then pull it out of the tank.
Is it broken on the bottom or anything? Most have white "hairs" inside to help protect the heating element. Are they still there?
