Sponge filter, definitely.

In fact many of us use them in non-fry tanks. All my 30g and under tanks have sponge filters.

One more for the sponge filter. Great bio filtration, easy to clean, and gives only gentle currents so the fry are thrown all over the tank. Oh and use an airstone, not a power head.
