Cloudy water

I just set up a donated 40 gal aquarium in my classroom. We washed new rocks and put in a new under -gravel filtering system. It has 2 ciclids and 1 clown loach-The water is all filmy and looks like its clouding the inside surface of the glass. What can we do? Will a pleco help?
 
Here we go again...

1. Do you know how to cycle a tank?
2. Do you know how to water changes, how often, and why it's necessary?
3. What kind of cichlids are they?
4. Do you have a test kit, gravel vac, algae scraper?
5. What food are you feeding, how often, how much?
6. What kind of filter, just the under gravel?

DO NOT UNDER ANY CIRCUMSTANCES BUY A PLECO!
 
If the gravel was still a bit dirty when you filled the tank up it could cloud the water, and a lot of it could settle onto the glass. If that is the case, just wipe it off. Was it cloudy from the moment you put water in, or has the water been in for a while but the cloudiness is new?
