Flow vs turn over

What is the difference between flow and turn over? To be precise, what is the different benefit of flow and turn over? I have heard that SW tank require anywhere between 10 to 20 times. I have 70 gallon tank with Fluval 403 (317 GPH) and my water pump from the sump at 1200 GPH. This is a total of 1517 GPH. That is a total of 21 times. Would increasing the turn over by adding another pump have beneficial effect to the tank.

Right now, I have two 505 powerhead at opposite side of the tank. These two powerheads aren't powerful enough to elminate all dead spots in my tank. So I am market of better powerhead.

Keep in mind that the pump from the sump is pushing uphill, so if it's rated for 1200 at 0 head, that's reduced by the head.

There isn't a difference between flow and turnover--they're used interchangeably. You'll want to add the rating for the powerheads to the equation, as well.

If you find that the existing setup still has low flow areas, you can try either re-directing what you have, or adding more. In smaller tanks, it's easy to get too much movement, but in bigger setups, this isn't so much a problem.
 
From what I have learned the turn over is the number of time the volume of water within you tank is cycled every hour. The flow rate is the water movement within the tank, like a wave and under current in the ocean.

But no one still unable to tell me what is more beneficial simple increasing the number of time the volume of water turn over or to increase the flow rate within the tank.

I would assume that increasing the turn over would have any effect on the fish or the coral but increasing the flow rate would.
