can you use soil in a planted aquarium? if so would it be more or less effective than using commercial substrates like flourite?

It is an alternative to use soil. Neither soil nor the more recent specialized plant substrates is "better", they are just options and a personal choice. But IMHO & IME, the specialized substrates are a bit easier. Go to The Krib ( http://www.thekrib.com ) or any planted tank site to browse many threads pro and con various choices.
