So has anyone used Eco-Complete? I bought a bag but have not used it yet?
OH yes...I use that in all my planted tanks. Great stuff. Just DON"T rinse it ! The water will be cloudy for a very brief time...but it clears up very quickly.

I use it in my 20gallon high.. i love it -- very naturally look, not too bad to clean, and even holds plants down pretty well

You tend to find some of the lightest particles when you clean the gravel, but you can fix that by letting the removed water sit in it's bucket for 15 minutes or so and then pour it out. It's a great product! The plants never looked better!

Can you add it to substrate already in place? If so, just on top or would mixing it in be beneficial?

Adding it to a already set up tank would make a big mess, it has fine particles almost like dirt. I know because I mixed a bag of this with 2 bags of flourite in the bottom of my tank and after I was done I had to wash all the fine particles off my hands.

I've been planning on using ecocomplete and was wondering about it. Do you just use the ecocomplete as your substrate or do you put any gravel on top of it.

Eco-complete can be mixed with other substrates, but it's not reccomended. Some people have had a lot of sucess with mixing tihitian moon sand, but in general, it works best as your only bottom.

I'm thinking of going with Eco-Complete as opposed to Flourite. I had to seriously rinse out the Flourite for my little 10g tank (in fact, I might've rinsed it out so much it's nothing more than expensive gravel now ... d'oh!). I'd hate to have to rinse out enough Flourite for my 36g when I get around to switching out the substrate and the 125g I have planned down the road. They say Eco-Complete is pretty much just pour it in and you're good to go.
Since Eco-Complete is black, how does it look with a tank with black fish in it? I'm a little worried that my black mollies will become invisible in the tank :p:.

How do I know how much ecocomplete to use ? I think they come in 20 pound bags. If I have a 40 gallon tank that's 16"x36" how many bags would that be?

I believe 1 bag per 10 gallons of water is the recommended. I used 6 (120lbs) bags of eco complete in my 54g and it gave me 3" to 3½" of substrate.
Good stuff by the way. Make sure you dechlorinate your water before dumping this stuff in so not to kill any of the bacteria the bag claims to house.
